Kim Ware Phelan was born and grew up in Beaumont, Texas. She graduated from the University of Texas at Austin in 2001 with a Bachelor of Arts in Speech Communication.
She started working as a prosecutor for the district attorney’s office in Jefferson County as soon as she graduated from Texas Tech School of Law in 2004.
In 2008, she began her own private legal business. She primarily represents juvenile offenders, parents, and kids in CPS cases.
As President of Mental Health America of Southeast Texas and Executive Director of Inspire, Encourage, Achieve, Kim continues to advocate for underserved individuals, particularly adolescents who are touched by the system and their families.
